Although there are no Civilization 5 cheats available when the game is played in its standard format, there are a number of simple and easy steps you can take to give yourself the upper hand and enhance your gaming experience.
Here’s your list of options:
Ingame Editor

To edit pretty much anything in Civ 5, download the Ingame Editor. The Ingame Editor has tons of fun features that will enable you to cheat until your heart’s content.
With the Civ 5 Ingame Editor you can:
- Edit or paint map tiles.
- Add, remove and promote units from any civilization.
- Grant and remove a civilization’s access to technology.
- Grant and remove a civilization’s access to social policies.
- Change a civilization’s religion, gold, culture and more!

Reveal Entire Map
To reveal the full map you need to exit the game and edit one of the files in the game’s directory. It’s therefore best that you make a copy of this file, just to be safe.
The file you need to edit is config.ini, which is located in the game directory. This can usually be found in My Documents\My Games\Sid Meier’s Civilization 5.
Having made a backup copy of this file, you then need to right click and ‘Edit’ the file. Replace the “DebugPanel = 0″ line with “DebugPanel = 1″ and save the file.
Start up a new game and press “~“ during gameplay to bring up the Debug panel.
Select “Reveal All” to show the entire map.
